The only known cooldown with the Casino is in regards to buying chips and I think it's 50K chips per hour (real life) but even then it shouldn't affect your ability to play casino games. I think it only applies to Inside track betting (Horse racing) but I wouldn't be suprised if Rockstar at the same time took the opportunity to apply it to Blackjack and roulette for example.
I'm not accusing you of cheating but you haven't done any recent casino glitches or exploits have you? Even if Gambling in GTAOnline is not prohibited in your region you can still be prohibited from participating in casino games if you've exploited the games and the casino anti-cheat system has detected unusual or suspicious patterns in your activity.
